2023 HCV Utility Allowances

Effective February 1, 2023

The Housing Authority reviews Utility Allowances annually. The utility study was conducted through an independent company that uses the HUD utility schedule model (HUSM). The composer prepares three levels of Utility Allowances for Multi-Housing developments as per the following:

 

  • Developments that do not exceed California Title 24 requirements must use the regular Multi-Family Utility Allowances.
  • Developments that exceed California Title 24 requirements by at least 10% may use the “Energy Efficient” allowances.
  • Developments that exceed California Title 24 requirements by 20%, may use the “High Energy Efficient” allowances.

Updated Utility Allowances are submitted to the Board of Commission for approval in the month of December. Updated Allowances are effective for new admissions and transfers effective the day after Board approval in December.
