Blanca Mendoza-Navarro

Executive Director

Blanca Mendoza-Navarro was raised in the Central Valley where she attended school in a small community. Growing up she labored in the valley’s fields as a farmworker with her family. She attended Heald College where she received an Associate Degree in Paralegal Studies, afterwards she attended DeVry University where she studied Business Administration. While Blanca was working in retail and manufacturing, she found her niche in housing. Blanca has over 20 years of experience in public and affordable housing programs working with various Housing Agencies and Community Partners bringing with her experience in Property Management. Blanca’s experience includes Low-Income Public Housing, Farm labor, Migrant, HUD Multi-Family, Affordable Housing including all levels of HOME and Tax Credit, Project-based Vouchers, Home Key, RAD Conversions, and Permanent Supportive Housing. Blanca has received the following certifications: California Certified Residential Manager Certification (CCRM), Tax Credit Specialist (TCS), Blended Occupancy Specialist (BOS), HOME, Certified Farm Labor Manager, Assisted Housing Manager, and Mental Health First Aid. Blanca has a passion for ensuring compliance and accuracy while maximizing the efficiency of projects she is involved in. Her goal is to make all communities better and stronger by empowering employees with training and support through her effective leadership.

Djordan Didulo

Finance & Administration Manager

Djordan Didulo is a seasoned finance and administrative executive with more than 25 years of experience strengthening financial stewardship, operational efficiency, and organizational governance across public agencies, nonprofits, and the private sector. Born and raised in the Philippines, she immigrated to the United States in 1994 and has been a long-standing resident of California’s Central Valley. As the Finance and Administration Manager for the Housing Authority of the City of Madera, Djordan oversees the agency’s financial infrastructure, multimillion‑dollar grant accounting, budgeting, and administrative operations. She leads initiatives that enhance internal controls, streamline processes, reduce organizational risk, and support long‑term sustainability.
Her expertise includes grant and fund accounting, HR administration, internal audit, risk assessment, compliance, and multi‑department leadership. She has guided teams through regulatory changes, organizational growth, and system modernization, consistently improving performance and readiness. Djordan’s career includes key roles with the Central California Food Bank, Allwire Inc., the County of Fresno, the County of Madera, Fresno Housing Authority, and the City of Fresno. She began her professional journey in audit with the Archdiocese of Manila, supporting churches, ministry offices, schools, hospitals, and international grant programs. She holds a Master of Public Administration with a concentration in Human Resource Management from National University and a Bachelor of Science in Accountancy from the Polytechnic University of the Philippines, bringing a steady, transparent, and solution‑oriented leadership style that strengthens organizational resilience and advances mission‑driven outcomes.

Lucia Lopez

Housing Services Manager

Lucia was born and raised in Madera. Although she has ventured out of Madera, she found herself back to the central valley and is raising her children in Madera. Lucia is a kindhearted individual and has a passion for helping others in her community.
Lucia joined the Housing Authority of the City of Madera (HACM) in 2014. Lucia has 10 years of housing experience. She started as the office assistant in 2014. In 2015 Lucia became a Housing Choice Voucher Occupancy Specialists II. Then in 2016 she transitioned into the Resident Opportunity Supportive Services Coordinator. In 2021 she was overseeing both grant positions, which were the Resident Opportunity Supportive Services Coordinator (ROSS) & Family Self Sufficiency Coordinator (FSS). Lucia became the Housing Services Manager in 2022 and now oversees the Housing Services Staff. Lucia holds the following certifications, Self-Sufficiency Service Coordination, Self-Sufficiency Service Coordinator, and Family Self Sufficiency Specialists.

Jared Knittel

Housing Programs Manager

Born and raised in California’s Central Valley, Jared Knittel brings a strong connection to the community and a commitment to public service. Jared earned his Bachelor’s degree in Business and Management Economics from the University of California, Merced, and later obtained his Juris Doctor from Widener University Commonwealth Law School in Harrisburg, Pennsylvania. Jared’s professional experience in housing began at the Housing Authority of the City of Madera, where he has developed a comprehensive understanding of public housing operations. Leveraging his legal training, Jared provides informed analysis of regulations, policies, and compliance requirements, and supports sound decision-making within a highly regulated environment. His background in business further strengthens his ability to evaluate risk, improve operational efficiency, and contribute to effective program management. As a Certified Public Housing Manager through the National Association of Housing and Redevelopment Officials (NAHRO), Jared takes an active leadership role in advancing regulatory compliance, organizational accountability, and service to residents, and he is dedicated to continuous learning and making a meaningful, positive impact on the community through responsible housing programs.

Jared Garza

Maintenance Manager

Jared was born and raised in Fresno. He was raised around and learned the various construction trades. Being brought up in this environment he was able to see and experience the value of taking pride in hard work and enjoying the fruits of that work from an early age. He has seen the importance of how proper and continued training is key to enjoying and offering quality work. Education is a lifelong endeavor and not limited to a formal education but also, gleaning from the knowledge and experience of others. It brings Jared great joy using his time, knowledge and acquired talents to help, guide and instruct others with his volunteer work and with his coworkers. He brings these ideals and way of thinking along with over 15 years of multi-family housing maintenance experience to the team. He is excited to use his experience and positive outlook to contribute and help continue to build a strong and productive team at the Housing Authorities of the City of Madera.
